“Besides the sovereignty issue that the Federal Reserve had to deal with, the federal government has no jurisdiction over intrastate commerce. Actually, this is a consequence of American sovereignty – there would be no sovereignty if the federal government could rule Americans in their commercial endeavors. The Constitution in Article I, section 8, only grants the federal government jurisdiction “To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes”.
