An "anti-graft agency"....  That doesn't sound very democratic to my ears.  We need a  preemptive strike on Nigeria so that they can be democratized and learn how a real constitutional govt.  works.   Our justice dept. would gladly hand Mr. Cheney over to Interpole so he could clear his good name from this obvious liberal political smear.

Dearest Mr. Small Oil Producer,

My Uncle Sam has died, leaving me to represent huge interests in the USA and I must move $6B USD into your account in order to circumvent certain legal restrictions. Please send me your account number and all rights to your mineral interests so I can begin sending you all this money.

-Dick Cheney, USA
