Edmond Demiraj, had agreed to testify against an Albanian mobster charged with human smuggling a decade ago in exchange for what he said was a promise from federal prosecutors that he and his family would be kept safe. When the mobster, Bill Bedini, fled the country before his trial, the authorities deported Mr. Demiraj to Albania.
