The oil has been illegal since 1972 when Congress declared it had no accepted medical use. Known as Carly’s Law, the measure originated to help control the violent seizures of a toddler with a neurological disorder. The bill also includes $1 million in funding for neurological research into CBD oil at the University of Alabama at Birmingham.
