To hide the truth, to create a coverup, you need two opposing forces.
The middle ground, equates to two opposing forces.

How does one achieve this ?
Have a real event occur, simultaneously using crisis actors during the same event.

The human mind tends to move towards a binary.
All or nothing.

So we end up with two groups.
