First world nations are largely positioned in colder climates.  Why that is it's hard to say.  Perhaps extreme changes in weather help to drive human beings to greater innovation in order to survive.  The problem is that great innovation also creates dependency on technology rather than reliance on skill.  Over time a society can become complacent and forget how to adapt to harsh conditions without the benefit of the trappings of the grid.  Winter means death without steady warmth, but how can we find a reliant heat source during a national emergency that shuts down basic amenities.
