The idea appears to be an expansion of the executive order that allowed usage of the Guard to combat crime in Washington, D.C., enacted in August.

The administration has deployed additional federal forces in Los Angeles, Chicago, Memphis and Portland, facing backlash and lawsuits challenging the move.
