The $25 fee is called a "background check fee" but is not really utilized for background checks. The $25 will go to the Arizona standard fund, intended for the prisons. Well, I just want to wish them luck.
 

They forgot to mention that for the past 20 years inmates have been raped on phone calls by  being charged as much as $1 a minute. The rape continues I see. I suppose this is a crime encouragement program. Where do they think this cash will come from?
