[The stigma was there to create a price for pregnancy to discourage one's daughter from taking a young life with the whole world of possibilities ahead and vastly narrowing them to rearing a child alone. The other side of the coin was government dramatically raising the age of childhood from around 12 - 14 to the artificially clear cut 18 years old. This was done during the depression to eliminate a group of people from gainful employment competing with the disgruntled voters. But it also means children become mental adults much later after the bodies have physically become adults. Of course public school curriculum was equally delayed and spread out to accommodate the new babysitting of prior adults so that today's high school graduates cannot pass tests given the comparable "8th grader" of a hundred years ago.

Governor Should Support Spending Cuts, Not Gimmicks

There's a lot of talk about Governor Janet Napolitano leaving Arizona for Washington, D.C. But before she leaves, she should clean up the mess she has made of our state budget.

cleaning up the messSince taking office in 2003, Napolitano has prodded the legislature to grow state budgets at an average rate of 12 percent annually, much faster than the growth rate of the state's private economy, which grows at 7 or 8 percent annually during economic boom times.

With spending growing so fast, it was inevitable that a deficit would emerge. That gap is now up to $2.2 billion-proportionally, the biggest state deficit in the country.

To address the deficit, Napolitano has proposed fund shifts and accounting gimmicks, but very little in the way of net spending reductions. The combined impact of her measures would be to temporarily reduce the deficit by roughly $1.2 billion-one billion dollars short of actually balancing the budget.

Napolitano also wants to increase state debt. Of course, taking on debt will not be the end of the story. If Napolitano moves to D.C. in 2009, she will be gone when the state begins paying $200 million annually in interest on that debt.

The Legislature's appropriations chairmen, Sen. Bob Burns and Rep. Russell Pearce, have found $1.5 billion in spending reductions that would allow the state to balance next year's budget without taking on debt or raising taxes. Napolitano should be able to support those reductions, which would shave the overall state budget down to the size it was just two years ago.

Instead of leaving a gigantic fiscal mess for someone else to clean up, Napolitano should work with legislative leaders to make spending reductions now.

Justice Mathews penned the most thought provoking words in the case of Yick Yo v. Hopkins. He wrote, "Sovereignty itself is, of course, not subject to law, it is the author and source of law." While deeply pondered those words, it became apparent. Many today believe the people are the sovereignty over the government. That is true. Those in government believe they are sovereign, and that is true. How can both be Sovereignty at the same time? Sovereignty is the Supreme Law of the Land – the United States Constitution. When people are under its Authority, sovereignty flows from their minds. Their thoughts are governed by the realities of the United States Constitution. Sovereignty is a two-way street. When the people are under the authority of the Supreme Law, they condemn and remove those in any official capacity, if they are operating outside the limits of the Supreme Law of the Land.

Justice Mathews explained, "When we consider the nature and the theory of our institutions of government, the principles upon which they are supposed to rest, and review the history of their development, we are constrained to conclude that they do not mean to leave room for the play and action of purely personal and arbitrary power. Likewise, those We the People entrusted with the authority over a physical area, can also punish those living outside the limits of the Supreme Law. An example would be a person trespassing upon the rights of another. That is why We the People established police powers in the states and national government. Suffice it to say, the sovereignty of We the People or the sovereignty of those we entrust with authority, are responsible for holding the other accountable to the Supreme Law of the Land – United States Constitution. Mr. Chief Justice Marshal first wrote "It has been said that the people had already surrendered all their powers to the state sovereignties, and had nothing more to give. But, surely, the question whether they may resume and modify the powers granted to government does not remain to be settled in this country. (McCulloch v. Maryland, 17 U.S. (4 Wheat.) 316 (1819).).
