[wonder why?] Livid about a publicity campaign that disrupted the city by stirring fears of terrorism, Boston officials vowed to prosecute those responsible and seek restitution. Others mocked authorities for what they called an overreaction.

This article link is very good at pointing out what really happened and how the government agents are the ones that should be singled out as the "terrorists"
