Direct democracy has once again upended California — enough so that the state may finally consider another way by overhauling its Constitution for the first time in 130 years.
What about their CAFR? I understand there are billions of dollars available there that they could certainly use now.....

California government needs to do a chapter 11, so they can put every job, progeram and cost on the table. If its good enough for gm and dodge why not california!!
