One of the many things to love about the movie, "V for Vendetta," was the scene where the detectives ar trying to find any information about the detainment camp designated "Lark Hill."  Of course all of the official records have been lost.  But the one records they can obtain are the tax records confirming who worked there, when and what their positions were.  Because the state cannot exist without their tax collection apparatus, and accurate records.
