Rewarding poor performance is absolutley insane, immoral and doing it with the tax payers money is criminal !!! This is nothing but a culture of greed and corruption. When will the american people have enough and take things into our own hands? Our government only enables this behaviour and sweeps it under the rug, I am so disgusted with all these greedy bastards!
