The purpose of this type of activity by the government is to raise revenue. That is obvious when the person ticketed only pays a fine and does not have any points against the driving recored. I would strongly suggest that this action by government is a violation of Article 2 Section 2 of the Arizona Constitution which states that the purpose of government is to protect and maintain individual rights. Using subtrefuge such as this to produce revenue is a blatant deception and needs to be tossed out. The legislature should stop this immediately.
